 The best scenes for me are the ones that set  up an emotional connection for Shep, and leaves the rest to the player's imagination (or not).

Liara > Miranda > Ashley > Jack/Tali > Jacob > Garrus/Thane

Liara actually has a love scene

Miranda's is sexy.

Ashley's is Liara-lite.

Jack and Tali are equally "blah". I like them better than the top three, but not purely in terms of a love scene if you ignore the rest of the romance plot.

Jacob has the bod. I assume girls like that even if he is black as that is the real reason people hate him.

Garrus and Thane don't have love scenes because that would be gross.

In ME2 I've only seen two, but Garrus' scene should get at least an honorable mention for showing him in something besides armor. I was shocked heh. And he brought booze.

ETA: slightly random, but I love how different all the romance scenes are in ME2, rather than more or less identical like in ME1.

Can't really judge the ME1 romance scenes at all since they are all the same. Just ask yourself if you want the nervous virgin alien, the sexy experienced woman, or the emotionally sensitive man.

ME2 has a little more variety although probably less substance in the sex scenes. Thane and Jack are the emotionally sensitive killers. Garrus and Tali are the awkward but sweet fan service. Miranda's is very sexy but feels a little hollow and kind of weird (the engine room? We both have nice beds!). And then Jacob...that's all.

EDIT:  To answer the question, Tali was my favorite from ME2 followed by Jack.  From that you can probably tell that I romanced Liara and Kaidan in ME1.

Miranda's not like most characters, and her sex scene reflects this. She probably wouldn't want to do it in Shepard's quarters because that's his territory, and a character like her would want a level playing field. It's just how she is.

She also probably wouldn't want to do it in her quarters as that might be too... private. I can see her not wanting to let people in there. Meh, my speculations.

I didn't find Miranda's scene to be very 'sexy'. I laughed the entire time. It was almost as comical as the DA:O 'love' scenes.

I don't quite understand this.  She thinks her bedroom is too private to have sex so she decides to clear out the public engine room?

I always though she did what she did as a power play, demonstrating "He's mine."  Guess it comes down to interpretation.
