Who has the best romance scene?

The buildup to it is actually pretty steamy, I thought. I assume you're referring to her immediate denial of it afterward? That was hilarious.
"What the hell was that? That - that didn't mean anything. Nothing. You should go now - and stop smiling, damn it!"

With the picture scene, it's very sad, emotional, and lonely. Shepard turned down every possible romance, because he/she couldn't move on. Thus, he/she stands alone in his/her room, staring at the photo, wishing to be with that person one more time, before going on a suicide mission. Reminding Shepard of what he/she is fighting for.

When you all say Jack, you mean Jack's paragon romance scene, right?
Personally, I think Jack needs a friend more than she needs a lover. She needs to have people who will care about her and help her without them also wanting something more. That's my opinion though, I don't think anyone is unjustified in saying that I'm wrong.

Yeah, I kind of wish things could go that way. If you play your cards right, it "kind of" does, but they still try to force a romance question on you, which you have to reject like an ****, and then reject again. You still end up being friends, but she's tired of you coming down to talk to her.

remember, Jack doesn't have sex, she makes love.
I agree, But the question is who do we think has the best romance scene, not the best sex scene. But I would still say Jack has the best sex scene. That renegade sex scene is ****'n hot!

A lot of people would consider their significant other as their best friend.

Jack's got that renegade streak in there - she's wild and that will never fully go away. It's part of her. She's also vulnerable. However I think that a sex scene that shows only her violence or only her vulnerability isn't capturing her duality the way it should be captured, or the conflict therein.
I would've liked a sex scene with Jack where at first she tries to just get violent and throw you down like in the renegade sex scene, comes on strong. But the paragon approach is not letting her - you grab her, you look her in the eye, you just say, "Jack" or something. Then she melts - the violence goes, the emotion comes, and it leads to the paragon sex ending.

Also, Miranda. Shep's saved the Galaxy, he's the epitome of humanity; strong, smart, confident and heroic. Those kinds of individuals always gravitate towards other strong, confident personalities.

Miranda's could have been better. I thought it was a little out of character with the whole clearing the engine room thing. Thane's was melodramatic comprising mostly about how depressed he was about dying, kind of killed the mood. Garrus' scene was my favorite ME2 romance scene, but still awkward and the transitition between the cuteness and emotional parts were rushed.
I like the ME1 romance scenes much better because they were more realistic and engaging. I am partial to Kaidan's scene though.

Actually, after I talked to exterminator I realized what I would've liked more is a Jack sex scene that is both a little bit renegade and paragon.

Can't say I agree, but that would be interesting. The scene you made up is kind of how her whole paragon romance subplot goes. At first she acts "renegade" and tries to make it seem like it's all just about sex, but you show her that it isn't, and that you do want to pursue a meaningful relationship with her.

Jack's scene always feels offputting. And like people said, you're basically forced to romance her or be a dick.
That's not the character's fault. It's like that for every squadmate. Sure you have to be extra "dickish" to Jack when you tell her you don't want to have a relationship with her, but just like very other squadmate, you either have a romantic relationship with them or you don't talk to them.

I was just trying to be a friend, she sure as hell needed one. Her having this huge breakdown and crying as she kisses you seems.. so out of character.
It's not out of character at all. I don't mean to sound condescending but did you actually go through her whole paragon romance subplot? It seems completely in character after you have gone through all her paragon romance conversations.

I agree. It's completely in character with her if you explore all her scenes.

I don't have much opinion for Fem LI's as I hardly play FemShep (despite being a girl) and the one I do have beats them all off with a stick.
If I had to choose a favorite though, it'd be Jack. Hands down.
