I own two XBL accounts, both are on the same 360 and I switch accounts whenever I choose. However, I accidently purchased the Kasumi DLC on the account that doesnt have my ME2 profiles. Was my purchase wasted? I mean if I sign in on the correct account, it will say Stolen Memory is on my HDD but when I start up ME2, there is no check mark next to the Kasumi DLC

Load up a game on the other gamertag, you should get the email about Kasumi regardless if the box is checked. It's like any other Xbox download, it can be used by any gamertag on the original console it was purchased on.
