My bet is that the Shadow Broker organization was actually formerly part of the Salarian government's intelligence gathering community who went rogue because they were tired of "holding the line", currently being headed by the female Salarian information broker who Anderson approached for information on Kahlee Saunders in Revelation 20 years ago after the fallout from Sidon. Edit: Drell have photographic memories triggered by emotional responses... the broker never deals directly with any of the parties so I wouldn't put too much stock in the Shadow Broker is a Drell theory, besides Feron addressed the Shadow Broker directly.
Or so we think: it wouldn't be that hard to device an automated response system if you know exactly what you're going to say to yourself.
Aside from that: good theory, I never considered the possibility of it being someone from the books.
