1. If you backup them on CD or anything, yes.
2. It SHOULD be available for download. But if you want to be totally sure not to loose anything, copy the entire Documents/Bioware/Dragon Age folder on DVD and put it back after reinstalling.
However, I doubt you´ll need this effort.
