I was curious. Which passive is better? I calculated through simple algebra that surprisingly, Guardian seems better.
DPS equation: power base damage * (1 + boost%) / [cooldown * (1 - reduction%)]
Regardless of power, the modifiers are percentages so their absolute values are not important.
Without duration upgrade:
(1 + x) / 0.7 = (1.15 + x) / 0.8
x = 0.05
If you have +5% damage, Guardian's power DPS is equal to Raider's.
With duration upgrade:
(1 + x) / 0.5 = (1.15 + x) / 0.6
x = -0.25
Guardian will always have higher power DPS than Raider. By a huge margin too.
So, in terms of damage, Guardian wins hands down.Guardian gets other perks like more HP and more paragon/renegade% too. And if you don't spam powers, Guardian is still better for the cooldown. The only point I can see Raider winning on is spike damage. But seriously, until someone determines specific points where Raider actually beats Guardian by a good margin I'm backing Guardian all the way.

But with Power Armor and Raider you can achieve +105% Biotic/Tech power damage. And your ammo powers can do up to +45% damage.
200(1+1.05)/[6(1-0.40)]
I guess that means Warp's DPS is 133.9?
And Tungsten rounds can do +115% Armor and Health damage
But you need Blood Dragon Armor to pull it off.
