Not true. The longer cloak lasts the more distance you can put between you and the enemy and gives you more time to find better cover. I'd say if anything that's more valuable in Insanity than lower difficulties.

Huh. If there was ever a time I thought I needed a longer cloak, it was actually to close the distance between me and an enemy. Like a stealth charge.

The one battle where cloak became vital for my survival was on Horizon with the bloody scions and the praetorian. I tended to play bait for both the sloooowly creeping scions, waited until they were almost on top of me, then cloaked for the sprint across the battlefield. Scions were so slow to turn around and creep up to me again, I had all the time in the world to gun them down.

One of my favorite uses for cloak is in the avoidance of a charging Krogan. There have been countless times when a Krogan has started his death charge only for me to cloak and step to the side. I laugh every time.

Unless you like to take the scenic route, AC + Assassin is plenty of duration if all you want is to cloaksnipe and run away.

AC + Agent is enough to use Cloak aggressively, charging forward and flanking, as well as cloaksniping and running away.

EC + Agent... I dunno, I guess that's for people who like to stroll along to the other side of the entire battlefield.
