What´s best in your opinion?
Importing gives you a character with higher level plus pretty much all the stuff from inventory.
Creating a new starts you of with a weaker character.
What are the benefits of starting a new?
Awakening: Importing character or brand new one?

As far as I can tell, there are no advantages for starting a new PC, It is weaker than an Imported Warden, and everyone treats you like a stepchild. See here:

The only real advantage I can see is being able to make a high level build and run it through Vigil's Keep to see if it's something you like. There are a few bugs with imported wardens mostly concerning approval but they're in your favor. You'll actually end the game around the same level either way.Both my runs got to level 31- one was an Orlesian warrior (18 start) and the other was a HN rogue (21 start).
