So if I make a new character after I have gotten some achievements (like rich and the lvl 50 one) in a previous playthrough, do I have to get the achievements again in order to get the bonus when I import it to ME2?

You can't get the same achievement twice (you don't have to do stuff again).
Edit:
Although, the experience and resources bonus depends on the level of the character you're importing, not the achievement.
i.e. If you have a level 60 and a level 51 character, importing the level 60 will get you level 5, while importing the level 51 will get you level 3.

I believe that the rich achievement bonus is tacked on to any imported ME1 character as long as you unlocked it. So any lvl 50/60 Shepards you import should have the bonus 100k credits.
