As a Dalish Elf, how the hell do I get the Mobari hound?  I found the flower in the woods for the keeper at the kennel and he said for me to see him after the battle.  Well, the battle is over and I have made my way to Lothering... what now?

You get him in a random encounter when walking the world map. You can just spam reload until you get the encounter to get your dog while going to Lothering.

funny, on both play throughs i have made the "random encounter" was at the exact same place, on the way to lothering from ostragar .... obviously the "random" for me could have been broken but since it occured in the same spot i figured it was more a set encounter not truely random ....

Same for me, I figured it was set that way if you did the kennel quest.
