Hmm ... this is just a hypothesis ... but here's a couple of things I've noticed:
I've managed to have a formerly greyed paragon option become available after doing a couple of missions in paragon style.
Also, people have said that their paragon option becomes greyed out (miranda/jack fight, in particular) even though they're totally paragon.
So, my guess is the difficulty of the checks are numerical values that get scaled as you do missions. I.e. if a mission has a lot of points available, the difficulty of the checks scale by a (relatively) big multiplier, which is therefore less than what you could get for an easy check, but more than what you could get for a difficult check.

Second playthrough actually.
And although I wasn't paying much attention, the one and only time I used the Bonus Power option, it replaced Shocktrooper, not added after it.
Which then killed certain Paragon/Renegade options, seeing as my +100 bonus to both was gone.
In any case, I don't have points to spare, having used them on practically everything else.
As to the reason I'm so concerned about ammo powers is aside from Adreniline Rush (which I only use when lining up headshots) is I have nothing else.

Apart from concussive shot, which isn't really that useful, AR is the only thing that for the soldier actually has a cooldown. Use it pretty much all the time. Apart from headshots, it does massive damage (heightened does +140%) and it involves a time dilation which is useful for sprinting next to someone and shotgunning or just shooting on the move, or sprinting away to cover.

Adrenaline Rush is all a Soldier really needs. Extra damage, extra survivability, and the lower levels double your damage per shot.
Consider this: The Widow is the most powerful Sniper Rifle in the game. In the hands of a Soldier using Adrenaline Rush, it might as well be reclassified as a Heavy Weapon. All because of Adrenaline Rush.

You gotta get reinstated as a spectre and to do that, you need Anderson to be the councilor. Otherwise the option will be grayed out to you.cruc1al wrote...
I've never been able to get the "I'm a spectre" option in Thane's loyalty questI had over 4 bars of renegade iirc but still couldn't do it.

That 140 is Rank 4, Heightened Adreniline Rush.
I only have Rank 3.
Besides, I don't really like the special effect that comes with using that power. It shuts off my peripheral vision. Therefore, unless I'm using the aforementioned Widow and sniping at a target in the center of the screen, I don't use Adren Rush.

Well, +140% is approximately double the damage bonus from tungsten ammo .. just as a point of comparison. Adrenaline rush gets +100% damage from the get go ... so it's hardly weak at the start.
Soldier dishes out some obscene damage, but only if you adrenaline rush a lot ... maybe try the infiltrator, then? Automatic slowdown for sniping sounds like it suits you, plus you have other options such as incinerate and cloak.

It's too late for me to make any changes.
I finished the game on my soldier and I don't want to play it again.
The reason why is, whenever I played ME1 multiple times, I started skipping everything except the main missions. Which thinned out the background story in ME2.
So I got one perfect playthrough with all the desired outcomes and equipment, backed up the savegames to a DVD-R and left it there.
But thanks for the advice anyway.
I did like the idea of Infiltrator with the cloak and so on.
But in my heart, I'm a tank, so stuck with it.
I finished the game on my soldier and I don't want to play it again.
