I looked around for the file you are after, but with no luck.
But I used this file in the past and it is not as good as the solution for mass effect 2,when you play the game the screen just keeps spinning around, plus you got to use the mouse to select some things in the game.
So you could change the ini file yourself but with mass effect 1 you are best to use something like xpadder and map the keys to your joypad ,but it is a bit of a pain.

Hello, I can play Mass Effect 1 with this file and some Pinnacle (or Xpadder) work. I've linked one controller button as shift key to enable mouse movement in one stick and press of pause key. So, I'm playing with native controller game support and when I'm pressing the pause button on controller, menu appears and Pinnacle (or xpadder) enables mouse movement with controller stick. When I release the pause button, mouse emulation is disabled.

I played mass effect 1 like you with a combination of the ini file and xpadder software,I was using a saitek jopad at the time and it worked ok.
Mr.bigtime was after this file but the link is dead www.megaupload.com/ but the joypad solution for mass effect 2 is better.

Any advancements in this? The mod is great, but, I still can't see the weapon/power wheel; just the descriptions. Funny, I was able to play ME1 with a 360 pad with atari's mod with no problem. This actually seems like a superior mod (for ME2), but there's this wheel problem. Wish someone would come up with a solution to this already, I just can't bring myself to play w/ mouse and keyboard.

In my experience it doesn't really work that well. The minigames were broken using the controller for me and I ended up just getting Xpadder. I don't regret the decision either, as it allowed me to play STALKER, Killing Floor, KOTOR, and a host of other games with my controller.
Not the most user friendly, but if you read the help section you can learn how to make the controller more effective than it ever has been on consoles.
