Well, Think i figured out how to enable the downloads!!!
after reading some topic (this one: http://social.biowar...8/index/2375912)
I got a conclusion, MAYBE, the PSN server is not comunicating with DA server, thats why it don't appears to download... than, i remember i got this 2 dl's enabled for one login, after i loged off, and got back in.. they were gone.. so..
note: I'm using USA PSN, on a US Version of the game

what I did?
Go to downloadble content, hit in any item (go to ps sotre), but you dont need to download/buy any item, the main idea of doing this is to make a bridge between your DA account, and PS store, done that, just came back to DA:O, and you will have your DLC avaliable (Hopefully)

I tried that - great idea btw! But to no avail. I am either going to try to buy the Feastday Combo Pack or simply move on ...
