I've been reading that all ME2 LI's will be back as squaddies if they were flagged as romanced. I'd take that with a grain of salt as it's hugely speculative, like 3rd hand info, and not officially confirmed.
I'm feeling pretty positive about him coming back in a satisfying way though despite his smaller fanbase because:
- it's confirmed all core characters (even Zaeed) are getting redesigned/updated like Ash and Kaidan
- there are no new LIs and all existing romances will be wrapped up; that includes Jacob, so I think his LI status might save him from being sidelined.
That's just me being optimistic though. And it still leaves the question of what if you didn't romance him, will there be a decent ending to the friendship story-arc.
I was right about Kaidan coming back in a big way, so I hope I'm right about Jacob too. A lot of people were afraid Kaidan would be forgotten because of lack of popularity too.
It's too early to say definitively IMO. But storywise, I think it'd be a cop-out to half-ass his character in the final installment because he doesn't have as many fans. I'm going to stay positive until confirmed otherwise.
I remember a Bioware rep saying that all LIs would be treated equally. All the ME3 squaddies announced so far are potential LI except the new guy Sanders. Going by that theory, I'm guessing the next squad members could be Miranda, Jacob and/or Thane. We'll see.
It's also said that the number of squaddies are being cut down from 12. If the remaining ME2 LI's fill out the roster, that would make 7. Sounds good. 7 is a lucky number.
