DLC won't work offline

My new Elite works well, the DLC works when connected to Live.  However, whenver I bring my 360 to my campus to pass the time, the game keeps giving me DLC corruption messages for just about everything except Kasumi, the Costume pack, and the Hammerhead.  While I find it amusing to play the station in nothing but the Tux, I would appreciate it if someone would tell me why this is happening now, and not a month ago when I had an old Arcade 360 with the 20 gig harddrive, and it would play my DLC normally offline.

Also, my 360 is not properly playing DLC on games I play offline, like Dead Space and Fable 2.

dlc will only work offline if your playing on the console you first downloaded it on, meaning you can get a new hdd and no problem, but if you get a whole new system as in your case when you upgraded you'll need to be hooked up to live to play your dlc. sucks ass i know.

Re-downloading the content without deleting it should work.

It doesn't. And I don't specifically get why this happens again. So if you put your HDD in another Xbox, you suddenly need to be hooked up via the internet to get DLC to work? Isn't that kinda stupid? Because I ended up pulling out my HDD and putting it into one of my friend's to brag about how little life I have when it concerned ME2, and ended up downloading the Hammerhead DLC and the Arc Projector on his. So now I can't use that DLC anymore unless I'm at his house? Would there be any way to rectify this without using a transfer tool?

Correct me if I'm wrong, but I think the Cerberus Network is regarded as one dlc only, since you cannot buy the content individually, you can only buy the 1200 MSP Cerberus Network and that's it. If you originally redeemed the CN code (or bought) it on your own xbox I assume it should work. Are you actually having trouble or are you just wondering?

A lot of trouble. I had to give up on one playthrough because I was in a Hammerhead DLC star system and it told me that the Arc Projector + the Hammerhead data was corrupted, so I spent like one hour deleting my old DLC data and redownloading, trying to get it to work.

But alas.

Check the online transfer tool (someone posted the link above) to see what console your Hammerhead DLC is licensed to. If it's not yours, you'll have to transfer it.
