Noveria: Anolies Evidence bug?

Hi everyone. I think I noticed a bug on Noveria, I finnished the Smugling assigment, by keeping the ammo mod. then I've presented it to Anoleis in exchange for the garage pass, and intimidated him to give the ammo upgade to me. Then I've picked the Lorik Qui'in assigment, and I just got the evidence. I returned to Anoleis in the hope to tell him about the evidence, and then intimidate or charm him to allow me to keep it, so I could still use it to help Gianna. The problem is I have rank 12 in intimidate, but the game does not allow me to intimidate him! I then picked up the console to max out charm, just to see, if I can charm him, but still booth 'I'll hol onto it" and "You'll do what I say" conversation options are unavailable for selection. I play on insanity, and never cheated or used any unlimited paragon or renegeda glitches so I have no idea why the game does not allow me to intimidate or charm him with boot at rank 12. Have anyone encountered this before?
