Perhaps I should post this in Cutscene...but...it's a conversation:

When I have the dog as a bystander in a conversation, animations work fine.

When I have the dog as owner, with description comments inplace of dialogue, the animations do not work. When I preview the line, I see a human bent over backwards trying to do the animations. If I set the owner to the dogs tag (stage place, etc), I see the dog when I preview the line, but no animation.

Spending WAY too much time on this........am I missing something silly?

Solved this by making the specific tag for the dog NPC the NPC speaker & PC listener (as opposed to OWNER), and trickling that down through the dialogue, cinematics, and animations. Appears that dog animations don't work when a dog is OWNER as opposed to the creatures tag.

Or - I made some other mistake which I obliviously repaired ;-)

Further update - the problem came back as I missed the true fix - which is - make sure that the pose for the dog is not default, rather "dog" or "dog relaxed". Once I made that change, dog animations are working in dialogues without any other weirdness...
