Two things should happen in ME3:
1) Shepard should be able to say "Ah yes, Reapers" to the Turian councillor at some point.
2) The Turian councillor should admit he has been wrong the entire time.

and have shepard the option to let the council die one more time

the "I told you so" will be glorious

As amusing as the "Ah yes, Reapers" meme is, the council is trying to give Cerberus the finger and making excuses for not cooperating with them. The council races know the reapers are real, and so does everybody on the council. They're publicly denying it because they don't want to create a panic, but they're all working on things in secret to do about it.

The Turians specifically had the Thanix guns, which are reverse engineered Reaper tech. They know it wasn't really Geth tech, not least because none of the Geth ships were based on completely unrelated technology and had nothing comparable to it's firepower. Since then the races have all been doing things about it - the council races have ramped up military production (if the council died, they use growing inter-species tension as a cover for why they need increased production), the Asari got their fancy Silaris armor and enhanced drives. I'm sure the Salarians are doing something about it, but we haven't heard what it is yet. We didn't hear about it because their intelligence services are so great ;) The Alliance has researched and deployed its new Javelin system since ME1.

The Batarians were deploying those huge space based mirrors, presumably as a part of some kind of humongous laser defense grid (lasers ignore kinetic barriers etc). Whether they actually know about the Reapers or are just doing it to defend from the Geth's new scary flagships is unknown, but it's possible that the Council warned other major powers about the Reapers in secret.

This actually sounds very possible! It will be interesting how ME3 turns out in the end.

QUESTION: is there any difference in the the council speech if you wait till after the end of the game to talk to them?

I think there is a confusion a lot of you guys seem to have, which is the assumption that as the Council denies the Reapers, they don't believe they exist. I'm actually with Adam Grif on this one; deep inside the Council probably does believe in the Reapers. They're just publicly denying them for the sole purpose of not creating a panic and unnecessary trouble among the galactic community. We all know they regarded the Battle of the Citadel as a consequence of a "Spectre gone rogue", who's Saren, of course, but they really know better. And quite frankly, I'd have done the same if I were in their position.

Though now that I think about it, if Council knows about all this, why do they keep it secret from Andersson and Shepard? Shepard I might understand because of his connection to Cerberus around that time and probaply Shepards possible inability to keep this secret from public, but why Andersson is out of the loop (unless he is lying to Shepard too)? He represents Alliance afterall, a major figure in military who is definetly needed against Reapers?

That's a possible explanation, yes.
I mean, he sends Kaidan/Ash to investigate on you, doesn't him?
