For a quest called "Tortured Noble" I found someone locked up in Howe's torture room who is the son of Arl Bann. The quest tells me I should inform Arl Bann of what happened, but where on earth do I find Arl Bann?

He should be inside the Gnawed Noble Tavern in the Market District.
