It's actually for a big secret that Bioware isn't telling you. It turns out you *can* import a dead Sheperd into ME3... except it's the VI, and he runs around asking people "You look like you're trying to resolve an inter-species conflict, do you need some help?"

I always thought you'd end up replacing that VI nobody likes on the Shadow Broker base with the Shep one, so Liara wouldn't be so lonely and Feron wouldn't be so annoyed.

Alas...
