Even on enemies like Harbinger, it prevents him/it from attacking, which is very important.

Yes. You can spend less time dodging black balls of doom and more time shooting stuff.

Singularity stops harbringer for a few seconds. It works well enough even at level 3 on horizon.

As a general rule of thumb, each class should max out their class-specific power as it is generally their most potent.

You should just start a new game as an adept, imported saves on insanity are hell.

Yes, singularity helps with just about everybody, regardless of shields/armor/barriers.  I've only done adept on hardcore, but...
Cast singularity, wait 3 seconds, cast warp, wait 6 seconds, repeat.  Or if you've got a squadmate with warp, you can of course use theirs.

Singularity absorbs Harbingers attacks, as well as Tech and Biotics I think.

It make him completly harmless.So you "could took all the time it could take".
