+2
Damage
+10 Critical Damage
Lucky
+4 Damage To Dragons
- Make sure you are about level 12-13 no higher
- Have Morrigan, Leliana, Alistair on the party
- Have one of your party member wear the full set of the Blood Dragon Armor
- Travel between Brecilian Outskirts or Denerim to Flemeth's Hut
*Traveling between Brecilian Outskirts and Flemeth's Hut will increase the chance of the encounter to happen
It takes a few travels between these places to get the encounter
* Axameter's lucky attribute seems to increase your chance of getting rare loot
All 5 of my characters have gotten axameter by doing this method so i thought i should share it:D

You have to be that low a level to get it? because i usually do the Elves last.
i usually get the encounter everytime i was level 12 or 13
even if you go to the brecilian outskirts you still hav a choice to leave the dalish camp and go back later to finish the quest anytime

I will try the other options and see if it can still be done at higher levels.

I don't think so, I just got the encounter at lvl 20.

Ahhh. Thank you. Did you have the other conditions listed in the op as well?
Not 100% sure on my party make-up but I think it was Oghren, Leliana and Zevran with me.
I don't have Blood Dragon Armor.
I was traveling from Denerim to Dalish Camp (Brecilian Outskirts).

Ummm.... this reminds me of the people who say that in WoW, that if you kill murlocs with maces instead of daggers, the murlocs drop more scales more often.
No, the drop rate of the murlocs is a fixed percentage, it is a purely random number, say 10%. That means you can hit them over the head, or kill them with flatulence, and no matter what, killing 20 murlocs will get you 2 scales.
It's the same thing with Axameter. The reason most people will never get the encounter is it's a purely random encounter with a purely low chance of triggering (I think it's 4% or something like that). Period. End of report. (I also consider that shoddy game design.)
It may have dropped for you under the conditions you listed, but those things do not affect the conditions for it occurring.
* Axameter's lucky attribute seems to increase your chance of getting rare loot

I reget to inform you the "Lucky" item property maybe should do that, but in fact, in actuality, it doesn't do jack ****. The item property is "unimplemented" in the game.
It's also not documented, either. I mean, this is one of my pet peeves about the game. What does it mean if an item is "Vicious" or "Weakens Nearby Darkspawn"? Oh you can find out if you go search on the Wiki -- but be careful, that property may or may not be actually working -- but anyway, nothing in the game proper tells you what these properties actually mean.
Documentation of things like item properties, creature abilities & resistances, and combat mechanics can often be really, really lacking. And Detailed Tooltips only fills in some of the gaps.

I've got a news report for you compliments of the Toolset: Lucky is not implemented.GreyWarden36 wrote...

Oh, and I've gotten all of these without Axameter. And without reloading. Simply Killing Sofia Dryden will ALWAYS result in the Full set of warden commander armor dropping. Fade Wall drops whenever you kill Gaxkang in his first form. And Both the Ceremonial armor pieces and the Chevalier armor pieces are SET drops/purchases.
and I've done your little "steps to get Axemeter" at least 15 times since purchasing the game in november. Haven't gotten Axemeter yet. Must be something in the defintion of RANDOM that you don't understand.

You have to be wearing the special socks and sing the "Happy Birthday" song each time you leave Denerim.
Just FYI.

Main/Alistair/Leliana/Morrigan were all Level 8.
All items were normal, non-DLC, DA:O only gear.
I'm playing DA:O on a PC, 1.04 Patch.
Summary
1) Travel to Brecilian Forest from Denerim and clear out *all* of the other random encounter fights when traveling to Brecilian Forest, then go back to Denerim.
2) Save Game in Denerim.
3) Travel to Brecilian Forest.
4) Rinse and repeat.
5) Pat self on back when it finally spawns.
Hope this helps anyone who is banging their head against the wall. It's a very simple, although rare, event to spawn. I kept it as simple as possible and got it to work. As for the "Lucky" stat helping with loot, I have no idea, but I'm going to test it just to see for myself.
*EDIT 9/18/2010*
After a hundred or so reloads fighting a few different Elites, I have come to the conclusion that the "Lucky" effect only works if your main character is drunk while wearing charms and clicking your heels three times while jumping in the air . . .
