No I kid, I would like to see some heavy moral choices. You know, like Virmire like choices, that could have serious consequences. The Shadow Broker is powerful, it would make sense if they were going under, they would do as much damage to you as possible. Make the Shadow Broker vindictive and cunning, make sure they're not a push over.

If we have met the character in the game I think the consort is the best fit. Quite possible we haven't met him/her/them/it though.MarchWaltz wrote...
Also, the Asari consort might be the broker as well; tons of people tell her about their lives, and she has been living a long time. She has a plethora of information.

$15 DLC is like 3 helmets, a quest, a pet lizard, a non-conversation with a new character, and a trip to the fridge for my second beer after I am finished.
(I drink beer fast...so therein lies the haha, funny, funny, jokey joke)

Shadow Broker could be liara, if you recall in Heavy Rain, one of the main characters was a private detective who was looking into the cases of the origami killer, he was in fact the origami killer and was trying to destroy all the evidence to save himself from being caught.
What I am trying to say is Liara could be the shadow broker and is probably trying to destroy all of the evidence from her being caught.

That's an excellent theory but how could he have the power to be connected to everything at once? I hope in ME3 they tell us who the Shadow Broker really is, whether the Shadow Broker is a group of species or one idividual, or possibly could be something entirely else.

For whistle blowers to come up, they got to have reasonable expectations that they will be protected from the vengeance of the group they just betrayed, they got to believe the system is willing and able to apprehend the group, and there is sufficient reward for coming up with evidence against the group.
For example, in Mexico where drug lords intimidate the authorities (either take a bribe or take a bullet) and have the power to order the assassination of inconvenient people, very few people would be willing to blow the whistle. The whistle blower will probably just end up dead very shortly.
Now look at the Shadow Broker. They have influence through their powerful clientele, money and take a very dim view on people who betrayed them. Just look at the example of Fist, who got a friendly call by a Krogan named Wrex. Moreover, I doubt the different alien governments want to rock the boat. Who wants to kill the only guy(s) who supplies them information on their rivals?
