Not sure this is really a toolset issue, but this seemed like the best forum to post this in.
I'm trying to make a simple edit to an ability. I want to decrease a spells cooldown by a small amount. I thought this could be done in the ABI_Base.xls file, and I did make the change in there, but I can't seem to get it to actually affect the game. I've tried putting the new ABI_Base.xls file in all the override folders I could find, but no luck.
Does anybody know how to make this change?

You edit them in Ability_Scripts in the editor but it seems you have to understand a little about programming to do it.
Once you edit it i'm not sure if the game even updates it.

Take a look at the 2DA tutorial. If as you say, all you want to do is change the cooldown, then just make your change (as you already did). Then, you need to export the 2DA per the export instructions in the link I gave you. That will go into your module's override directory.
The game should see the changes then.

It's like my modified ABI_base doesn't have any impact on the game. I did plenty of other modifications but this one isn't working.
The Read_Me note says it's impossible to modify it. Is there a way to get around this?
