In reality, it will probably be more combat than story heavy as getting the voice actors is what costs money.

I think it'd allow the player to feel the effects of their ME1 endgame decision and how the Galaxy changed because of that. It would be cool to play as a non-Sheppard character. Heck it's be the first non-human playable character in Mass Effect!
And if the expansion proves successful, commercially and critically. Maybe we could see the Mass Effect franchise continue after ME3 by following characters like Garrus, who now have to live in the Galaxy the player/Shepard, has shaped.
But I may be biased... and I want to see Garrus get his own game. Fingers crossed for a 2011-2012 release of:

For one thing, Mass Effect's story makes it easier to justify using old characters in an expansion than Dragon Age Origin's; in fact, not using old characters is unthinkable. That affords much greater opportunity storytelling wise; rather than new shallow characters (aka, Awakening), we can deepen Shepard's relationships with already existing squadmates. Just update the after game dialogue trees of all characters to reflect the post-Suicide Mission status and to comment on the new situation in the expansion, and you have a much higher quality dialogue/characterization for far less work than was put into Awakening.

Dragon Age: Awakening was priced like Hordes of the Underdark was in relation to the original Neverwinter Nights, which lead me to believe it would be comparable to Hordes of the Underdark as an expansion. Hordes of the Underdark re-invented the old game and improved on it; more developed relationships, more and better spells/abilities/classes, a shorter but much more developed and epic plot (fine, because the original NWN dragged on), and carefully detailed set designs.
Dragon Age Awakening had shallow relationships, a weak plot, broken spells (as if the already rigged Arcane Warrior/Spirit Healer needed the Battle Mage). The set designs were like the third season of the original Star Trek; over recycled and poorly placed. Not a single set in Awakening was an improvement on a set in Origins. There's no excuse for that; they have all the tools and experience to make better sets.
Comparing it to Bioware's history of expansions (aka, Hordes of the Underdark), to price Dragon Age Awakening the way it was priced was unreasonable. 25-30$ wouldn't have been bad.

How would an xpac make it harderd for them to wrap things up in ME3? If anything an xpac would probably make it easier to wrap things up and could help set the stage for ME3. My vision for an xpac is taking care of everything that needs to be done in order to prepare, i.e. getting your team together, convincing people to help you, and other things so that ME3 can hit the ground running instead of having to talke half or more of it's time dealing with the things I just mentioned. Also, the xpac would allow for earlier introduction of the new squad mates even though I'd rather they didn't introduce new squad mates.
