I am assuming it is a language barrier problem.
In English, the phrase "on the horizon" refers to something that is to come soon. As when the sun is on the horizon, you know it is nearly day.
Bioware was getting at that new DLC was on the horizon, or was soon on its way.

Actually, your Paragon and Renegade bars do grow. However, the bonus only applies when you're actually wearing the helm or suit. Shepard doesn't wear any arnor on the ship, so he recieves no bonuses from whatever he's wearing. To see the bonus, you need to head somewhere where he actually puts the armor on, such as the Citadel or Omega. If you look at your Paragon/Renegade score before landing, then look at it again after you're on the planet, you should see a small boost to your bars.

If you've beaten the game 4 times by now like I have, then you know this will not tip the scale at all. Everything about them just looks over done. If I want a helmet, I want something Boba Fett style, or more realistic. These look more steampunk/Star Trek.
I do think they need to tone the helmets down a bit. Stuff like the Kuwashi visor and the Sentry interface looked cool, primarily because they looked practical and futuristic - the new cooldown reduction visor looks like something out of He-Man.

I think, ultimately, we have a catch-22 situation here. If they don't make the gear powerful enough, people won't buy it. But if it's too powerful, it'll interfere with balance. I'm not convinced there's a sweet spot in the middle where you can balance the two issues. 5% stuff just isn't that big a deal.
I'd have probably paid the asking price if they threw in stuff like the Blackstorm and Terminus armour.
