Glad to see you understand why DLC release is not tied to patch releases.
Bug fixes are categorized as game-breakers and minor bugs. Obviously, the game-breakers take priority. For example - the slow load between transitions was a breaker; Zev conversations and dex bug are annoying but won't break the game. Players can still get to the game conclusion without any major setback.
As I stated before, patch 1.03 was meant to go with Awakenings, not Origins. That's why patch 1.03 was bundled with Awakenings. Some "dim bulb" had the idea of releasing patch 1.03 separate from Awakenings without proper regression testing. As a result, it broke things in Origins.
While i appreciate you defend the company, those minor bugs as you call them can spoil the fun to a huge degree. And many modders were able to deal with them.
You cannot tell me that a company like BW is not able to deal with that minor bugs within a time period of a half a year. I won't believe that. They either do not care about fixing it or simply leave these issues to the community to deal for themselves. Both is neither promising nor good business by the company.
Instead, and here we get back to the dlc, they tend to sell out more tiny little pieces which, and this is just my opinion, have nothing to do with the experience that made Origins fascinating and thrilling but just some stupid blood and gore hack n' slash. It just leaves the impression they do not care about all those tiny annoying bugs at all as long as they are enough who buy the next dlc. This is probably not fair for the dlc team, but that's the general impression i have of BW at the moment, and the current dlc is just strenghening this image and that is why i assume many people voice there anger here.
