Dragon Age: Origins wins hands down, the main quest feels epic and important, and also has great supporting characters, tons of great lines, and plenty of LIs,
In Fallout 3 the main quest is boring and feels unimportant, no real party, and the characters are dull, and no LIs, and FTR Fallout 3 is NOT open ended when you finish the main quest that is it game over, unless you download the Broken Steel DLC (or buy the Game of the Year edition with all the DLC) does it become open ended.
Graphics:
Fallout 3 gets the nod here but the layouts tend to look same and it's easy to get lost.
Dragon Age: Origins graphics are good but lack that movie quality on any platform.
Combat: Depends on you like more ME2 or KOTOR. If you love ME2 than go with Fallout 3 if you loved KOTOR go with Dragon Age:Origins.
Voice Acting: Dragon Age: Origins wins hands down.
Fallout 3 only has Liam Neeson and Ron Perlman and they have bit parts, most of the characters have the same voice actor doing the same voice for dozens of characters.
DLC-Fallout 3 has 5 DLCs out all of which give you a new environment to play in but no more are coming out. Dragon Age: Origins still has DLC coming and the quality of some of the current DLC ranges from great to crap.
