I defeated all the zombies, circled the town several times, none respawn. I did this for quite some time, but there is not way to exit the scenario -- it seems to think I need to kill more zombies, but I can't find anymore.
Suggestions?

i had the exact same issue, there is one last one that gets stuck up the hill....or behind the building in the lower area...your gonna have to take a short trip through the fire (if you used it) to check the spawn areas.

This is occurring for me as well. I've searched everywhere possible..nothing. I even went back to a quicksave before the soldier arrives and tells us they are coming from the lake.



Is there a certain trigger point that causes this bug that I can avoid?

Happened to me. It's a lost zombie. They get stuck on things and end up in weird places. You just have to find him.
