BTW: NG+ Insantity is pretty hard with the soldier. Once you get your L3 weapon upgrades [and other unlocked weapon upgrades] you'll be fine though.

Edit: What's your weapons loadout? If we know what weapons you have maybe we can give better advice?

The fenris mechs are fast, the lokis are slow, so you can divide and conquer.

Take off auto level, and take off auto squad power usage. That way if someone has a squad version of a power, they will turn it on once, then you can put your desired ammo power and it will override it.
Jacob isn't a bad squadmate of have with a soldier FYI. Give him inferno and pull field. It compliments miranda;s warp and you can set up some warp explosions that way. Don't let freedom's progress get you down. It's probably one of the hardest missions in the game in NG+ because you don't have the better weapons. Take energy drain as a bonus until you get mordin.

I'm not sure, but I think Jacob starts with 1 point on incendiary ammo. In "Lazarus project", when you find him, he's already using it.

Yeah, he does.
The OP's problem is jacob overriding Shepard's ammo power with his squad incendiary, though. So it's not an issue even if he has inferno or something.

Great advice as well! I think Hardened was probably more useful in easier game modes as it is easy to take down most enemies, whereas the damage reduction is not that amazing as every enemy can eat your health like nothing. Too bad I'm still using it. I finally beat Freedom's Progress thanks to everyones help!

The formulae the game uses to determine its numbers is exactly the same in either version of insanity.
However ...
Enemies are level scaled. So with a high level character and no upgrades, NG+ is actually much harder at the beginning.
At the end, of course, it's exactly the same.
