Yes, if you beat the game, go to new game, existing profile and you can now level that character up to level 60 as well as import it into ME2.
Choices do carry over.

when you make a new one, you have to finish that. then you should have two carrers that can carry over (different level and maybe choices), so you can choose which one
hope that answered that

When you choose to replay ME1 with a previous ME1 character, you're essentially starting the story over again and you'll have a second set of save files with this new playthrough. But your starting character (on this second playthrough) will start at the level you imported.
When you import an ME1 character to ME2, it has to be from a save that beat the game. So if you beat ME1 twice (normal the first time, and then the second time with a higher level character) you can choose either of those "finished" games to import. The choices you made for that particular playthrough will be what carries over.

I learned my unfortunate lesson with the save file imports when I played multiple characters with the same first name multiple times. I ended up playing ME1 all over again with some ridiculous first name just so I would know for sure who I was importing into ME2.

I did the same thing. Only I ended up liking my random character more than the original.

Like sayed before you can play ME1 with same character again. Example I played first time with character and ended lvl 47. Then I played with same character again and ended lvl 58. So, when I transfer my saved ME1 character to ME2. There was two choise, 47 or 58 character.
Now, next is my opinion.
There is not much reason to play same character again. Because the benefit from ME1 to ME2 are really small. You get little bit money, some minerals and few levels. How ever, they aren't so important, you need alot of more money and minerals. Few levels doesn't harm, but You can level up easyly anyway in ME2.
Choises are: Virmine: save Asley or Kaidan as one will die, kill Wrex or not, Citadel: save Council or not. There was one more choise, but it doesn't matter because you are forced to do it again in ME2, as choosing who will become human council member ambassador Udina or Captain Anderson. Not sure does any of them affect in ME3 you at all, mostly they are cosmetic choises as who you meet in ME2 as having short dialog.

Friend of mine replayed the same character because he thought it kind of ridiculous that Shepard was being considered for Spectre status when he couldn't even hold a sniper rifle steady or throw a proper overload. It was strictly from a roleplay perspective, and his first playthrough was done on easy difficulty and as quickly as possible just to level up the character.
