I just recently bought the new Equilizer DLC and downloaded it, but each time I try to install it a message pops up stating that I do not have the game installed, when in fact I do.  I'm think the issue is I moved the game from one harddrive to another and the game just isn't recognizing that.  Is there any way of fixing this issue without having to completely reinstall the game?

Yep, your assumption is correct. Unfortunately I don't know of any way to correct that issue without reinstalling ME2. Make sure you backup your profile data and save games first, of course.

My problem is - I cannot connect to the Cerberus network when starting the game.
I used the activation card and downloaded the content outside the game and now
the game does not see that content.:(

Did you install the downloaded files? Or does it whine about the DLC not being verified?

Is there an error message?

Another way is to manually activate the DLC. That way you can use them, even if the connection to the online activation servers doesn't work. Yeah, technically it's a crack ;-)
1. make a backup of the file C:\\\\Users\\\\USERNAME\\\\Documents\\\\BioWare\\\\Mass Effect 2\\\\BIOGame\\\\Config\\\\BioPersistentEntitlementCache.ini (Win7 folder structure, on Vista it's the same I think, and on XP C:\\\\Documents and Settings\\\\USRENAME...)
2. Turn off gameplay feedback and auto-connect in the game (Extras > Options > Online).
3. Download his file

4. Copy giveme2entitlements.exe from to ME2 install folder (where MassEffect2Launcher.exe is
located). (works also if you copy giveme2entitlements.exe to ...\\\\Mass Effect 2\\\\BioGame\\\\DLC folder)
5. Run giveme2entitlements.exe and follow instructions.
