THEORY - No Squad Mates Are Playable for ME3

I imagine all of the characters will be playable in the game depending on whose left. You have too all remember that this is the last game in the series therefore will likely be shorter dialog anyway with some minor character missions from the first ME.
In this case i envision missions based around:
Wrex/Grunt fighting on Tachunka and maybe curing the genophage permanently
Liara fighting against the shadow broker
Kaiden/Ashley some randon alliance mission
i also believe that earth will be invaded by the Reapers.

I completely agree, the cost of developing a whole new squad would be huge and wasteful - we have a good squad. If people have decided to let some of them die - fine - you'll have a smaller squad. Don't most people have a few playthroughs to carry forward anyway?.. I know I do

1) Many of them have legitimate story reasons to be off doing other stuff (Tali might get made an Admiral, Samara goes back to being a Justicar, Thane is off dying, etc)
2) Bioware is unlikely to make a game where victory/an enjoyable playthrough is completely dependent upon having played the previous 2. Unless they want to make it default that certain squadmates survive the Suicide Mission, in a non-import game it probably defaults to them being dead (similar to how Wrex was treated).
So, even in the rather unlikely event that we get to keep our squads intact, there will likely still be some element of recruitment/getting new squad mates like Jacob and Miranda.

You have a minimum of 4 (potential) returning squadmates left on a import save: Virmire Survivor + Liara (safe throughout ME2) and 2 ME2 squadmates surviving ME2, since you need two alive for Sheppard to survive.
4 squadmates sounds like a decent minimum to operate with and since Bioware promised Dire Consquences regarding your success or lack of same, limiting your squad variety based on past performance seems reasonable. (big enough to make an impact, but not game-breaking)
The default would have selected squadmates living or dieing at Bioware's choice. (or, if they feel frisky, bast on random number generation

The DLC characters seem like the surest bet for leaving, though they've become popular.

Regardless you are forgetting that no survivors means dead Shepard, which means invalid game. So a default would have to have people surviving. It cannot default to everyone dead.

I think sheperd will rejoin the Alliance as well. So they could do it like his squad just disbands and goes off elsewhere except a few characters.
