Explosive Drone,
Area AI hacking,
Heavy Overload,
Heavy Incinerate,
Full Cryo Blast,
and Heavy Neural Shock.
The Drone could be used to eliminate flocks of husks and distract every enemy within 50 ft.
Area AI Hacking since normaly Geth travel in packs.
Heavy Overload for the Geth that don't travel in packs.
Heavy Incinerate to melt enemy armor in seconds.
Cryo Basts work more effectivly if it hits multiple opponents.
Neral Shock is a life saver when facing organic enemies as it stuns them, giving you a opertunity to counter-attack.

Tali + legion combo works well when you overwhelm your enemy with 3 drones

I haven't rolled an engineer yet, but through my last soldier playthrough I frequently found myself taking Tali and Legion with me and making great use of their combat drones. I would always have one up and as soon as it was gone would bring up the other one. This was only on hardcore, but it made things much easier. In particular defending a spot from attack or having to move into an ambush was a gazillion times easier due to this.

Fact is lvl 4 explosive drone has such a short cooldown that you can repeatedly cast it from one target to the next without it interfering with the character's normal task. Its for that exact reason why I wouldn't take multiple characters with combat drones. You'll have one out constantly irregardless if 3 squad members have the ability, or if only 1 does.

While your point about multiple combat drones is true, it is pretty awesome seeing 3 drones up at once, all shocing seperate targets.

I would still be leary about fielding an engineer/tali/legion squad in certain parts of the game. Nevertheless I had not thought about it with the intention of maximum battlefield control in mind. A very cool idea that I'm definately going to try out.
