You have somekind of skill activated all the time so it won't go past half way because its reserved.

OR you took an injury (by getting killed in a battle, while others survived so you get up at the end.) Gives you a negative status injury that needs to be healed with an injury kit before your back to normal. (if it's not what they said above.)
