Is that officially stated somewhere? The site rules don't mention it.
(Custom Shepards are also custom avatars, but BioWare-created, so they are allowed?)

Oh no Chris Priestly is in Big trouble then, but I think they are manly worried about having copyrighted images on their server and the law suits that can follow.
