How to upload a custom avatar without Dragon Age PC

You may have noticed that the most commonly used tutorial on how to upload custom avatars is only for players who have dragon age for PC.  I have a created a new tutorial on how to do so without the use of dragon age for PC. Enjoy!

Is that officially stated somewhere? The site rules don't mention it.

(Custom Shepards are also custom avatars, but BioWare-created, so they are allowed?)

Oh no Chris Priestly is in Big trouble then, but I think they are manly worried about having copyrighted images on their server and the law suits that can follow.
