Be it high or flemeth I dont even scratch them on casual before my party is obliterated even with healing.
Is there a level req if so what is the level cap?

16 level should be enough to take out both Dragons.When I fought them at a lower level I had my ass handed to me both times. At 17th level however I boosted all my weapons with the best runes I had and included in my party my best fighters.The most important thing was to make sure that you have Wynn as well for her healing abilities.When the battle starts keep Wynn well back from the effects of the Dragonbreath and FB and keep the healing and buffing spells coming.
It's a long and draw out battle and your still going to need a load of healing potions but with Wynn backing up your best 3 fighters you will eventually wear those Bad Boys(Girl) down.

The best way to take out the dragons is using range weapons. You need one companion to keep the dragon's attention. Shale works the best because she cannot be grabbed. Equip Shale with the Large Fire crystal and the small ice or lighting crystal. Or use Alistair to tank or Sten using indomitable to avoid knockdowns, even Dog can be used to tank (use Greater and lesser Warmth salves on them). Unfortunately both Sten and Alistair can be grabbed. If you have a mage with the forcefield spell and are quick enough you can save them from the grab otherwise it is instant dragon chow.
If you have a ranger in the party summon a pet to help keep the dragon busy. Eveyone else should have long range weapons equipped. Flemeth is easier because she does not move from her spot except to fly upward and back down.
The dragons will use wing buffet for knockdowns or will pull your range companions to it.
The High dragon is a little more difficult because it will move around far more than Flemeth. Make sure your mage keeps healing the tank(s) or have plenty of healing poutices.
The dragon will go down.

Several recommendations.
1. Nice cheap tactic is make sure you have forcefield, as soon as your tank (Alistair,Sten) gets grabbed cast forcefield
2. Have plenty of greater health potions (don't rely on healing) ... as soon as your tank gets knocked back, take a potion and resume your attack
3. Destroy the dragons armor (shatter shot, Sunder Armor and telekinetic weapons) or a great maul should help with damage.
4. The problem with two melee attacks is that you take more damage at a faster rate, compared to two archers/mage or archer/two mage as support.
5. Learn to buy or save up lesser warmth balm (greater if possible) ... the recipe for both is at the thedas shop
6. Any lightning spell (shock or lightning) with a vulnerability hex should reduce the dragon's special attacks over a long fight.
7. Check your tank's armor ( my tank got slaughtered with generic heavy chainmail) ... you should do much better getting grabbed with Legion of Dead, Juggernaut or similar massive armor.

Basically all archers, dog as tank. Shale may be as good as tje dog
as he can't be grabbed either.Do not worry about characters lacking archer skills, they are not neede, just choose your ttwo party members (beside the dog or Shale) strongest in dex. Important: spread your archers as wide as possible. You won't get fire balls then (Flemeth seems tot throw them only if she is able to hit at least two of their attackers). Set up tactics to use health potions automatically (especally for the dog or Shale as he will get fire blas oftent, tank setting ist 50%, strongest potion available.) Release "hold position" as soon as your archers are in place. Then it is just watching.

with the dlc I always use shale as a tank as she can't be grabbed I believe.

hmm I am going to find hard a tad difficult considering im playing it on pc now and I dont have the dlc's purchased like I do on my ps3 =/
