I had a similar problem on my 360.
There is a way to fix it:
1)Go to you hard drive, access the memory and go to your dragon age files. One of these files should have a name like promotional item 2 (or something in that vein). Delete this item (and be careful you only delete this item: all other downloads/character saves are fairly obviously labelled, so you shouldn't have any problem).
2)Now, start up dragon age, go to the downloadable content, and select one of the dlc items (belt, helm or amulet) and download.
3)Repeat parts (1) and (2), each time choosing to download a different dlc item, until you have individually downloaded them all (after downloading the final item, do not delete again).
This should clear your problem up. I think the issue has something to do with all three items having the same file name, so that once one item is downloaded, the xbox (or whatever) will not attempt to download the coding for the other items, and is forced to access the internet to retrieve the info each time you turn on.
Good luck
