PHASE ONE: BUILD UP

the first round each player on their turn can spend 4 points to heal
Bands. There is no hurting in the first round. Each Band can only reach
a max of 40 points before no more points can be added to them.Phase One
will end when 12 Bands have reached 40 points. See OP for more rules.
