Obviously Garrus. I pretty much cheered out loud when he appeared in ME2 and one of the best rounded "good guys" in any game, and his story likewise ends up discussing the concept of justice and how far you can go and what means justify the ends, in a way reflecting on the same choises my Sheppard has to make himself. He is a hero with the sense of "right" in the right place, and id have him watching my shoulder any day. Cant wait to see how he evolves in ME3.
Tali: Ashley was a great female character, but Tali overcame her in ME2 and is one of the few believable relationships in videogaming, moving first from friend and then over time onto something more than just friendship felt a lot more real and satisfying than the run-of-the-mill "you guy, me girl, lets have sex!". She feels like a real personality and that she is almost painfully honest, sweet and cute (come on! who can resist how she gets lost in the words at times) while still being a strong woman with an interesting dilemma. Best, female, character, ever in and RPG. in my opnion.
Anyway, appearing in both ME1 and ME2 means the relationship and "ties" of the player to these chars are a lot stronger than any other character, so it goes without saying that they have to stay for the full ride, they are too ingrained to throw by the wayside

Well, that disqualifies any character in ME2 that wasn't in the first game. That being the case, Tali and Wrex.

Tali and Garrus. To me, they make Mass Effect for me. If they're not by my side in ME3, I might as well be playing a different franchise.

Hard to pick one, but I'd say Garrus. Loyal to the end. Second would be Miranda. Best squadmate and my LI and for the character overall.

First off, Garrus; why? Because he's loyal and always got your back. Plus, he's got his tech skills, like Overload and is handy with an assault rifle.
Second it goes to Tali. I don't think I need to explain the obvious reason, but she provides that other half of the tech skills, such as A.I. hacking and is also another loyal squad member from the beginning. On top of that, both are team players, which I'm a big fan of.
If I had to pick a third and fourth, they'd go to Grunt and Legion. I love those two guys, I think they're awesome as well, but the question was just two characters only.

Kaidan- my femShep's LI.
Miranda- It took her a while to open up with Shepard, but the fact that she trusted Shepard to help relocate her sister shows a lot of trust.
Both of these characters will respectfully tell Shepard like it is and offer good strategy planning advice.

Just two? Hmmmmm....
1) Garrus. Without him in it, it's no longer ME to me. I adore him. Total badass in battle, loyal friend on the Normandy and he just makes me laugh. I wish Kaidan & Ash were half as loyal.
2) Thane. My fave LI. I dig brooding, dark characters with a softer side. He is more mature than all the other LIs combined.

Well, I guess Garrus and Tali, since they are the only two characters that have not been disqualified already with the release of ME2, no other characters can accomplish it since they where already missing in one of the games or both in the case of someone who will appear in ME3 only.
If I could remake ME2 it would be Garrus and Liara, best buddy and my Sheps Love interest.

Because of the influences of them being carried on in ME2 we have the most background on both of these characters and have invested more time and therefore are more emotionally attached.
They're both loyal to a fault, have been through hell and back for you already and therefore are battle-hardened and ready to kick ass

Garrus because 1. He has quit C-Sec and can't really go back to Omega since people believe his alter ego "Archangel" is dead. 2. He's been loyal to me since ME1. So unless some plot twist comes out of absolutely nowhere, there really isn't any reason for him to leave.
Tali because she is now known as Tali Zorah Vas Normandy. Meaning she is officially part of my crew. Also like Garrus she's been with me since ME1. She's also my LI and I would really like to see what happens when she and Ash have a confrontation.

Throwing my hat into the Garrus and Tali ring here! I too cheered when Archangel turned out to be Garrus! As for Tali, well, I just don't think Shepard could go on without Tali ;-)

Space Batman? That is probably the best definition of Garrus i've heard in a long time, and considering how my Sheppard is pretty much Gordon it fits perfectly too! Maybe the big twist at the end of ME3 is that Garrus' identity turns out to be the illusive man?
Then again, ME2 almost turned Garrus into two-face, and we got Joker in already....
