So they can sit back and watch the boards explode with people screaming and making rash judgements about crappy DLC to come before we even know what it is.   I honestly think they get some enjoyment out of reading all the bone-headed whining and complaining people.

It should be something reasonably substantial and not Appearance Pack #2. I'm still worried it might be another batch of lame Hammerhead missions, though.

I'd rather have a new weapon or appearance pack than more lame 15 minute side-missions.
Wouldn't mind waiting til E3 for Liara DLC, as long as it an Expansion Pack and also available on Disc and not just DD.

I think this is a pretty good guess.  Awhile back the two doctors said that they'd be releasing N7 style missions as dlc.  It would be utterly stupid to reduce the Liara/Shadow Broker story line as an hour long loyalty style mission.  Liara/SB is a pretty big storyline in the ME galaxy so announcing it at E3 as part of a full expansion pack would make more sense. 

It would be cool, however, if this dlc being announced actually tied in with either the info from the grey box from Stolen Memories.  At least start setting stuff up for Liara/SB and/or M3 rather then doing random stuff.
