Why not pick the one you find more fun to use. Everyone arguing over which is best is like arguing if apples are more delicious than oranges; absolutely subjective and too many variables to establish a solid answer.
If you enjoy having a powerful rapid-fire weapon, take the revenant.
If you enjoy OHK all your targets, take the widow.
There is no single best choice for the soldier.

This is true. The problem though is that you can still run up close and rip people apart if you choose the widow. It's called using the eviscerator. You never, ever pull your shotgun out again if you pick the Revenant, which kind of defeats the purpose of the soldier's main selling point(having every gun).
Mid-range AR vindicator headshots kill as fast as the revenant anyway.

Note: Much later, I decided to take the Widow for the soldier with heightened adrenaline rush (for the damage increase) and I must say that it might be too much for anything except insanity. People think the Widow is tailor made for the Infiltrator, and while it does fit nicely, the damage for the widow in the hands of a soldier is ashranomical compared to the Infiltrator's cloak.

It's not hard to have the accuracy upgrade before you do the collector ship mission because they are sold in stores.
The revvy has great killing power if you don't mind getting upclose. It's kinda fun to charge up to 3 enemies point blank with inferno rounds and spray them, and if your shields go down, just energy drain one of the guys. it's a pure butcher's tool.

You know, I don't know about the damage boost; Widow seems to kill pretty much everything once I got the headshot damage. But I used to think this, until my current Widow/Soldier run. Really, Soldier do really, really well sniping, regardless of the rifle. And they have that Vindicator, which is practically a sniper rifle with the accuracy upgrade.
I still love Infiltrators, but if all you use Tactical cloak for is sniping, the Soldier is a better choice, imho. Now, for sneaking around, get an Infiltrator (got to love that cloak when the Praetorians come knocking!)

Neither the Widow nor the Claymore are good choices to me for one reason: They're single shot weapons, during Adrenaline Rush, you do actually reload faster, but the Revenant shares this advantage. One thing a lot of people miss, is that you don't suffer from recoil during Adrenaline rush, your weapon still 'rattles' a little left and right, but there is no muzzle climb. The Widow and Claymore never make notice of this because you have to reload between shots, and you're on center again, and they're balanced around that, the Revenant's stats are NOT balanced around this, because it has so much climb when fired on auto. Fired during adrenaline rush, the Revenant speeds ahead of the other two.
The Claymore and Widow have a different advantage, though, they get all of their damage out in just a second or two spent out of cover, with the Revenant it takes many shots to stack up, even if the DPS is the same, you have to be out of cover during the whole sequence, while you may slide back to reload the other two. This pushes you towards Hardened Adrenaline Rush with the Revenant, as in higher difficulties it would be required to survive long strings of firing out of cover.

Inferno or disruptor rounds help depending on the enemy. The revy creates fire panic really easily so they don't shoot back as much and with disruptor geth drop down fast once at health.

Actually, the Soldier gets the better damage boost. They get +15% damage from their Commando passive, while the Infiltrator gets +15% from their Assassin passive. The difference comes in the skills. The first level of Adrenaline Rush gives +100% damage, while Tactical Cloak can only get +75% by taking Assassination Cloak.
Basically, from the start of the game, the Soldier has a better damage boost with Sniper Rifles (and any weapon in general) than an Infiltrator can get even after maxing out Tactical Cloak.

Even more damage with the armor-piercing and headshot sniper upgrades. I dunno about you, but I had a much easier time and more fun taking out scions and the praetorian on the collector ship with my widowing soldier
No I have use it, dont get me wrong, it devastates anything it touches.
Easier time, I agree. Fun I disagree. I like to get a couple of shots, or move to another cover while on my AR.... shooting with the Widow on AR is like playing Smash Brothers melee on 0.1 of normal speed..........

You'd want as little exposure to gunfire as possible on Insanity. The Widow + Vindicator combo is great for those who can aim.
It is because
1. The Vindicator with 2/5 upgrades can kill any normal trooper in 2 headshot bursts.
2. The Widow can remove 80% of Harbinger's armor with Heightened Adrenaline Rush. The Widow is great for all bosses and is the de facto most satisfying gun to use - spam powers, drop the shield and armor with Vindicator bursts, then line up the fatal headshot. Never gets old.
3. To utilize these guns to the greatest effect, you need to spec Commando and Heightened Rush. You get a runspeed that can outrun most bullets, and +15% weapon damage to buff your shot damage. As an added bonus, slow-firing shotguns can be utilized in the short-range gap, with a 140% damage boost. Snazzy.
4. Because basically every time you turn on Rush, someone dies (not you I hope 0.o), you are making the boss encounters safer and safer for every kill.
On the other hand, there is the Revenant spec. Basically, you don't play like the resourceful commando anymore - you become a mobile Machine Gun nest. You take Shock Trooper for health, and Hardened for survivability.
What you do basically boils down to creating situations in an encounter where all enemies are available at Mid-Short range.
Features:
1. You flirt with death. To maximize damage bonuses, it is ideal to use the Revenant at Eviscerator range. Your shield will get repeatedly blown off and it boils down to a damage race. You are constantly 'in the red' and some people might like the excitement this playstyle offers. Vanguard fans can try it.
2. Strategic positioning required. Let's face it, you don't have the ultimate mobility of Charge to get you out of harm's way if you plan to do point-blanks often. You have to know the maps, flank your enemies, gun them down.
3. Unlimited Ammo. As you are getting in someone's face most of the time, no effort is required to pick up thermal clips. You shoot them, they die, you get a clip.
How I play a Widow Commando:
Pull out Widow, check for appropriate ammo power. Look for long ranged clumps of enemy soldiers. AR Headshot 2 to 3.
Enemies advance, Long-Mid range combat initiated. Pull out Vindicator. AR 2 Burst Headshot closest enemy soldier.
Mini-Boss/Boss alone on map - spam squad powers to remove shield/barrier. To conserve Widow ammo for later engagements, remove armor layer with Vindicator headshots. Give it one nice anti-material round through the head when its health bar is shown. Watch the blood splatter.
For Eclipse Commandos/Vanguards and also Geth Hunters/Destroyers, because they like to close in, They are your top priority in Mid range. Kill them quickly with 2 to 3 Widow rounds when their shields are down, and keep track of them throughout the battles. Having them send you to the loading screen is pretty humiliating.
I don't have Insanity experience with the Revenant - so I'm not going to speculate here.

I usually do the reverse - use the Widow the strip enemy defenses, especially armor/barriers. On hardcore a Widow head-shot is a one-hit kill anyway but on insanity it brings enemies down to health if they don't die outright. With defenses gone, biotic powers open up (e.g. Jack actually becomes useful) as well as squad cryo ammo (THE best squad ammo power IMO on Insanity).
Exposure to enemy fire = minimal.
Using the Vindicator to strip defenses/armor is strange to me. The Widow obviously has much higher burst damage - you spend one second out of cover, land the shot, and your target has no defenses left. Which means you can worry about the next target as your squadmates finish it off with biotics or cryo.
