As has been stated, you can obviously download it but it will need to be 'tied' to your account (aka authorized) in order to use it, which will be done once you actually you know, purchase it (since you need to log on to an account to do that). You will still need the executable file, to patch/add the content.

Of course you can use it, as long as you activated it once.

ah, so i have to install and activate it with a internet connection and than i can play it everywhere i want until i reinstall everything?

Better say this, as long as you are using the same account in the game, then once activated the dlcs, they will then be always valid.

If the cerberus network can recognize your Overlord, then it is valid and authorised.

THIS IS FAIL GUYS LISTEN: I refresh ME2 website every 1min so suddenly I found a overlord video trailer with new screenshots and put it here..before that I started downloading that video and downloiad some screenshots..BUT suddenly I refresh the site and video with screenshots wasn´t there FAIL lol epic

The link posted above is the correct name for the Overlord DLC file.

A Liara or Ashley/Kaidan DLC would be something along the lines of:
