With the Sniper Rifles, you need to be patient no matter what but especially when you haven't focus your talent points yet for it. Over time you'll collect steadier sniper rifles but they will always shake so it is mainly a matter of patience and waiting for the right moment.
ME1 sniper rifle stupidly hard to use.

Actually, once you get 8 or 9 points in sniper rifle, it becomes rock steady after a short initial aim period. It even drops back to your aim point after each shot.

Since I am playing ME1 again right now anyway, I might just chime in a couple remarks aswell:
Keep in mind there is NO damage multiplier for body parts in ME1. Aiming for the head gives you no benefit at all, so just go for center-mass. Easier to hitm even if you still have scope sway.

Heck, using the sniper rifle feels better in ME then the next 2 games because the maps in Me were big enough to make a sniper rifle seem logical.

I started another playthrough of ME1, this time with a soldier. Whenever I aim down with the sniper rifle, I can still see my helmet, and it kinda blocks my vision. O.o
I don't remember it doing that before... or am I just too used to the other games?

Are you actually using the scope zoom, it's pretty much just the scope with no helmet.

I like it. It's stops you from going COD crazy and quickscoping everything.
