Jack's Shockwave Useless?

I got the Tactician achievement in one playthrough of Samara's recruitment mission with Jack and Jacob with Jack using Shockwave and Jacob using pull to drag the Eclipse mercs through the toxic clouds.
I can see why people would think Jack is useless on higher difficulties since every enemy either has a shield or a barrier and you have to debuff enemies before you can really see the effectiveness of your own biotics.
I suppose the thing that infuriates me about Jack is the choice of weapons. Her loyalty power is Warp Ammo but she doesn't get a rapid-fire weapon that would allow her to better chip away at barriers and make her Warp Ammo even more useful against enemy biotics.
If I had the PC version, the first thing I'd do is try to mod her loadout so that she gets the SMG / Heavy Pistol set-up.

Going to hostile environments with Shepard decked out in full armor and everyone* else in street clothes and breathing masks is beyond stupid.

my squad setup was jack + legion with me playing as adept -- using warp and guns shep took down the armor to a few guys, then used jack's shockwave to effectively throw them off the platforms; legion kept the harbinger-controlled bug busy with drones and the widow. with husks it's also pretty good -- granted you get rid of the armor first.
although i must admit it was the most i've used jack -- playing as an adept, that is. and i'm talking insanity, of course.
i've never actually played on insanity with any classes other than infiltrator -- with the widow rifle it's a matter of lining up 1 or 2 headshots and just about anything dies -- and lately as an adept. on lower difficulty setting many of the squad's abilities are not fully appreciated, i guess, it's fairly easy to kill them off with guns alone.

Indeed. I don't totally understand why the squadmates were given so few powers in the first place, so it only gets worse when the power choice isn't 100% optimised.
Personally I think Shockwave should have some bonus effect on shields (similar to the effect concussive shot has on Barriers). Aside from granting some sort of use to Jack's Biotic Boost, it would make Shockwave itself a hell of lot more worthwhile on levels above Normal. I'm currently playing through a Normal Adept run and it's awe-inspiring to watch Shockwave - such a shame that it gets hit so badly by the difficulty.

The best thing about Shockwave is it's basically a free hit on anything, whether enemies are out of cover or not, unlike almost all other powers.
And as long as you and your other squaddie can remove defenses (e.g. Infiltrator and Mordin for double aoe Incinerate) it's bowling time
