There are a bunch of reasons why people like Tali. Keep in mind, the reasons why each person likes her are myriad and complex so each of these points will not apply to each person.
1.) Curves: She has em. We're hardwired to an extent to be attracted to them due to associations with health and childbearing. Even in ME1, Tali had one of the most "form fitting" outfits in the group...
2.) White Knight: Yup, you get to save her. Makes you feel all manly and accomplished.
3.) Independent: While needing saving occasionaly, she can take care of herself. And if you put her in the right roles in the suicide mission, she saves you. Nice little circle there... (not to mention the fact that without her, you'd still be stuck wandering the Citadel looking for evidence of Saren's treason...)
4.) Masked: Her face is basically what you want it to be. I have a feeling that if BW ever unmasks her, there will be a large group dissapointed because it won't match up to what was in their heads.
5.) Useful: Unless you play an engineer in ME1, she is pretty much a required party member. Otherwise you miss out on locked crates. And repairing the Mako takes forever... (Yes I know other characters and classes have decrypt/elect but their skill points really are best spent elsewhere...)
6.) Omnipresent: Because of point 5, she is always around in ME1. You end up getting used to her. Leads to attachment for many of us.
7.) Interesting: For many of us, the quarians are simply interesting. A complex moral question. A whole race of victims who really REALLY !@#$%'d up. I both feel sorry for them and am a little pissed off at them at the same time. Either way, many of us are waiting to see what happens to them next.
8.) Validation: For whatever reason, BW decided to make Ash/Kaiden, Liara, and Wrex kick Shep to the curb. Even Garrus is kind of locked in his own guilt. The only person who seems genuinely happy to see Shep in ME2 is Tali. After spending 60 or so hours on my ME1 playthough, she was the only character who seemed to make me feel like it all mattered.
And on to a seperate point. The idea that we need to police our extremists is bunk. We are not mods. All we are responsible for is our own actions and how we respond to spam and trolls on the Tali thread. I don't hold all Miranda/Liara/Ash fans responsible just because a few of their number spam/troll the Tali thread. Forum rules against rule34 seems to keep out the REALLY creepy Tali fans. The ones that are left are certainly passionate about the subject but pretty harmless...
Wrex didn't kick you to the curb he was just busy making sure his entire race doesn't go extinct.
