Heresay? Um, I do not think that word means what you think it means.
On topic, I think the biggest one will be the Council. Pretty much everything else is secondary.
Also, I don't think destroying the Heretics is necessarily a bad idea. Legion tells you in the convos leading up to the decision that he/it doesn't know what rewriting and reintegration will do to the true geth so it may end up being the right decision.
Plus Garrus disagrees with rewriting them because it sounds too much like indoctrination. That's all the evidence I need.
