Make sure you get logged in to Cerberus Network once after running all the DLC install files. If you have auto-login turned off you'll have to remember to do this manually.
Once you log-in, it should activate any unactivated. If not, make sure you're using the same EA account as is linked to your DLC here. If you are, something is going wrong with the activation.

Is there any way for me to tell that they have been activated?

I'm afraid not. :/ The easiest test is to just play through past Lazarus Station. Literally in the first room you're placed in after Lazarus, there's an Armor Locker. Check if the Cerberus Armor (and any other DLC armors you may happen to have) is available there. If it is, ME2 was able to activate it, which implies all the other DLCs were too.

Once on the Normandy you can also check the galaxy map or your personal terminal for notifications of new missions/items/etc.
What do you mean "whenever I trying running the exe's nothing seems to happen."? The install doesn't start? In that case try downloading the exe files with a download manager like Orbit, FreeDownloadManager or the DownThemAll addon for firefox. Those are usually more reliable than the browser's download routine as they notice corrupt downloads, can pause and resume downloads properly and such.
