Is there a legitimate way to level items you have already acquired?
In this case I have both Maric's Blade and Duncan's Blade are only tier 5. Everything I loot now is tier 7.
If not is there a mod that will level an item?

I use the MetaGame Items mod. Simple wand for upgrading items, plus some other goodies.

If you are on the PC and have the Wardens Keep DLC, sell the items to the smith. Close the shop dialog then talk to him again and re-level-able gear will have changed levels. You may have to try several times to get it to the level you want. Meaning, if it is now Steel and you want Silverite, just close the shop dialog then open it again - each time it opens it randomizes the levels. If you need funds to buy it back, "runscript zz_money [amount]" is your friend.

Only on consoles - doesn't work on PC AFAIK.

Selling to Levi may achieve the same effect; uncertain. But he sells for less than his weaponsmith cousin, so repurchasing armor would take less from your purse.
