Steam user here.

Both the camp NPC and the Shale merchant were showing up before I finished downloading the DLC but now that I have them all enabled properly, the NPCs are gone.

Started a new game, went past Lothering, still nada.

Any idea on how to bring them back? I'd like to try these out on my second play through...

As soon as you reach the Worldmap, Sulcher Pass has to show up, if it doesnt, adress an Email to the Support or use the Search of the forum to adress the problem to one of the 20k (sarcasm, obviously) Posts.

(Also a Steam user).  I was having a very similar problem. The Warden's Keep DLC was working perfectly, but I could not get to Sulcher Pass for Stone Prisoner.

The stickied (unofficial) DLC faq contains this advice on removing and redownloading the content. Fixed mine first try, so it may be worth trying for you as well.

....3.3.1. Cleaning the Dragon Age Updater data to force the game to redetect and redownload/reinstall all your DLC

1.)
Windows XP : Press the windows key + R (or click Start and then RUN) and type cmd and press ENTER
Windows Vista & 7 : Run CMD as administrator as per section 3.1.5
2.) In the command line type net stop DAUpdaterSvc
3.) Close the CMD window
4.) Navigate normally with My Computer to 'My Documents\\\\\\\\BioWare\\\\\\\\DragonAge\\\\\\\\Settings' and delete 'Manifest.xml'

Some people reported that deleting or renaming (as to not lose the files just in case) all the .xml from that folder helped them when only Manifext.xml didn't do the trick.

You may Need 4.4 to show the All Users
5.) Navigate normally with My Computer to to 'C:\\\\\\\\Documents and Settings\\\\\\\\All Users\\\\\\\\Application Data\\\\\\\\BioWare\\\\\\\\Dragon Age\\\\\\\\' and delete the 'DAUpdater' folder
Under Win 7 it's c:\\\\\\\\Users\\\\\\\\All Users\\\\\\\\Bioware\\\\\\\\Dragon Age
6.) Restart Dragon Age: origins and log in
7.) Your content will be available for redownload on the Download Progress tab

hi i used my promo code to download the free shale, the code was xcepted and i went in game and started downloading the stone prisoner, it completed 100%. but it doesn't go into installed content. it just stays in download progress!

does it have something to do with the game version. when i click on it, the status says downloaded and below that it has game required version 1.0 in the color red. i did update recently to 1.1,but im sure it should still work.
